Accomplishments
Directed the first system level operational flight test of the Ballistic Missile Defense System (BMDS) and the associated independent operational assessment. Successfully demonstrated simultaneous integrated engagement of ballistic missile threats by land and sea based interceptors. Chaired Operational Test Readiness Reviews for all BMDS operational flight tests and ground tests.
Established the Aviation and Missile Research, Development, and Engineering Center (AMRDEC) presence in Colorado Springs providing simulation support to the Missile Defense Agency (MDA). Established AMRDEC as the primary government organization in support of MDA simulation including design and implementation of the Single Stimulation Framework.
Led customer reimbursable organizations executing over $100M yearly support and over $72M contractual actions yearly through AMCOM Express tasks, standalone Requests For Proposal, Small Business Independent Research topics, and Broad Area Announcements. Customers included MDA, Program Executive Offices for Aviation and Missiles and Space, other services, and other governmental agencies.
Chaired two ACAT 1 Source Selection Evaluation Boards and a Source Selection Advisory Council for major Army weapon system acquisitions.
Expanded Army simulation and analysis facilities to provide high performance computing labs, homeland security integration test beds, an air defense sensor simulation lab, aviation training device integration space, and data reduction space for lethality test articles. Increased lab footprint by over 65,000 square feet.
Directed world-wide collaboration, establishing over fifty cooperative and international agreements for testing and simulating aviation and missile systems, including relationships with Canada, UK, Australia, New Zealand, Sweden, Germany, Italy, South Korea, Japan, Norway, Netherlands, Spain, Romania, Poland, and Hungary. Coordinated operational testing with warfighters in PACOM, NORTHCOM, CENTCOM, and EUCOM.
Served as senior consultant and advisor to Congress, the Office of the Secretary of Defense, Army, and multi-service leadership to the four star level in areas of simulation and testing.
Maintained mentoring relationships with employees across a broad span of career points and paths. Trained in Relational Leadership and experienced in addressing employee relational needs in the business context.
